Preliminary advisory on personal data protection and integrity validation of records,
identification data, and related personal characteristics and records thereof.

The following identity was declared DECEASED by contractors of the US
Treasury and SSA on 3/15/2004

The SSA's automated report system posted to SSDI as deceased due to a
typographical wrong address (SSA) generating a "Return To Sender" manual
stamp by the USPS, both on the front and back of a federal envelope, thus
covering the standard "change, deceased, etc" return form. Machine reader
system interpreted as DECEASED on default, posted to SSDI. SSA corrected
internal records multiple times, but never posted corrections to any external
entity. (explicit refusal to correct)

All background, credit, and even DHS data systems report severely inconsistent
information, states refuse ID cards or DL due to data inconsistency, federally
sponsored credit records companies refuse to correct.

Consultation with US DOJ FA offices resulted in the advisory "Bring us 300$us
and these few forms and we'll assign you a completely new identity" -- explicitly
refusing any option to correct the issue. No option to correct or clarify the identity
were presented, further inquiry was discouraged as "implausible to fix".

IG and USSS indicate that new SSN would be assigned with a new identity,
however were unable to follow up or generate a report for the courts.

As of yesterday, client side queries by banks or employment background checks
still list as deceased, SSDI today reports no record found, but also is missing a
large number of individuals known to be physically deceased.

Please post this message and all data for public review; this specific case may be
a good example of the gross problems within the ID industry and deficient federal
government.
