I am consultant to Allied HPI for first aid oxygen products (Lif-O-Gen). I also was an ED physician and dir. at Andrews AFB-Malcolm Grow USAF Medical Center.
I have used ventilators in that capacity (and others). The notorious power outages recently affecting ventilators (one at NYU-Langone, where I did some of my training) would make the case for Allied's small, inexpensive portable battery powered line of transport ventilators.as back-up.
