This is a Comment on the Department of Education (ED) Notice: Request for Information To Gather Technical Expertise Pertaining to Data Elements, Metrics, Data Collection, Weighting, Scoring, and Presentation of a Postsecondary Institution Ratings System

On behalf of the American Psychological Association (APA), I would like to submit a general comment in response to the December 17, 2013 Request for Information by the Department of Education (DoE) to gather technical expertise pertaining to data elements, metrics, data collection, weighting, scoring and presentation of a postsecondary institution rating system (PIRS).
According to the notice, the goal of this effort is to develop a PIRS for “assessing the performance of institutions of higher education and advancing institutional accountability while also enhancing consumer access to useful information.” We are confident that our APA members with relevant expertise could be helpful to those professionals within the Department who will be tasked with creating the PIRS. Specifically, members of our Division on Evaluation, Measurement and Statistics are concerned with promoting high standards in both research and the practical application of program evaluation, measurement, statistics, assessment and qualitative methods. Division 5 member Abigail T. Panter, PhD would serve as an able point of contact for the Department (email@example.com).
It is our hope that as you move forward with this effort, you will engage experts from our Division on Evaluation, Measurement and Statistics to ensure that any system that is developed is in conformity with basic standards of assessment. The development of a PIRS is a highly complex undertaking. Critical to its creation will be the engagement of experts throughout the process to consider solutions to questions of feasibility, value and validity.
