Abstract: Enclosure B Alternative MACT Floors for Portland Cement Kilns prepared by The Portland Cement Association Since EPA’s proposed MACT rule for cement kilns was published in 2009, the Portland Cement Association (PCA) has conducted a series of studies and analyses to provide an improved basis for estimating long-term emissions variability of cement kilns and the emissions limitations that should apply. This work has included the compilation of data from industry sources to provide extended data series of THC emissions on the kilns in EPA’s docket database.
