The Energy Independence and Security Act of 2007 amends the Energy Policy and Conservation Act to require the test procedures for residential pool heaters, direct heating equipment, and water heaters to be amended to include standby mode and off mode energy consumption, taking into consideration the most recent applicable revisions of standards from the International Electrotechnical Commission (IEC).
