I think that increasing the visa fee of K-1 type visas is totally outrageous. This is a visa that does not provide much benefit to the petitioner, except the ability to get married to a US Citizen within 90 days.
If you also extended the validity period to one year, for example, it would be justified to make such increase, but only 90 days after entrance at a cost of $350 will only increase attempts from people to circumvent immigration laws and marry using other types of visas, like B2, for example. Keep in mind that after the $350 for the visa (and $455 for the I-129F petition), the beneficiary still has to pay over $1K to become legal. Therefore, a K-1 visa will become an unnecessary expense, causing people to take other routes (cheaper routes).
