The direct final amends the Commission's regulations by revising the Holtec International HI-STORM 100, dry cask storage system for storage of spent fuel under the new conditions specified in the revised Certificate of Compliance (COC). The direct final rule allows the holders of power reactor operating licenses to store spent fuel in this approved cask system under a general license.
