The vermilion snapper annual catch limit was set at 3.42 million pounds (mp); however, a 2011 stock assessment indicated vermilion snapper are not overfished or undergoing overfishing. Based on the assessment, the Gulf of Mexico Fishery Management Councils (Council) Scientific and Statistical Committee (SSC) recommended an acceptable biological catch level much higher than the current ACL (>1 mp). This framework action evaluated different options for setting the annual catch limit and (optionally) an annual catch target consistent with the SSCs recommendation while minimizing the risk of overfishing. The Council requested a subsequent rule that increases the 2012 annual catch limit to avoid a closure of the vermilion snapper component of the Gulf of Mexico reef fish fishery.
